Engaging Providers in the Design and Implementation of Innovative Demonstration Projects

In partnership with the American Medical Group Association and Medical Group Management Association, the Health Research & Educational Trust (HRET) is launching an effort to engage providers and policy makers in a dialogue about the design and implementation of innovative health care payment and delivery models. With support from the Commonwealth Fund, HRET and its partners will convene a one-day invitational workshop of providers and policy makers in February 2011.

The discussion will focus on several complex issues concerning new models, for example:

  • How can provider participation be fostered?
  • How can partnerships be established across different types of providers?
  • How should payments be set and risk-adjusted?
  • How can accountability be determined? What quality benchmarks should be used?
  • What forms of support or technical assistance would be useful to providers participating in demonstration programs?

The 20-25 participants will include representatives from a variety of provider organizations (e.g., academic medical centers, community and small hospitals, nursing home and home health, small and large medical groups), federal agencies (e.g., CMS, AHRQ), health services research organizations, and health care foundations.

During the workshop, participants will describe facilitators and challenges to participating in new models of care and share various ideas for innovative demonstration projects. The ultimate goal of the dialogue is to identify elements of reform models that encourage provider participation and success in achieving cost effective, high-quality outcomes.

After the meeting, Larry Casalino, MD, PhD, of Weill Cornell Medical College and Maulik Joshi, DrPH, and Megan McHugh, PhD, of HRET will develop a report that summarizes the discussion at the workshop and offers recommendations to the Center for Medicare and Medicaid Innovation and other policy makers for the design and implementation of new payment and care delivery models.
